Health Ministry Committed to well-being of Jamaicans – Permanent Secretary

first_imgThe Ministry of Health is committed to the improvement of the health of Jamaicans, as part of its obligations under the Millennium Development Goals and Vision 2030, Permanent Secretary in the Ministry, Dr. Jean Dixon, has said.“This is why the Government saw it necessary to open up access to health care to the entire population,” she said, adding that the increased access has resulted in the need for additional health care professionals in the public sector.Dr. Dixon was speaking at the opening of the 13th Annual Conference of the Jamaica Dental Auxiliaries, at the Sunset Jamaica Grande Resort, in Ocho Rios, St. Ann on March 10.She noted that the Ministry, in collaboration with the Ministry of Education and educational institutions, is working assiduously to address human resource challenges in the health sector.“We have entered into an agreement that will facilitate the training of dental nurses, dental hygienists and technologists as well as dental assistants, through the School of Dental Sciences at the University of Technology (UTech), in partnership with the University of Maryland,” she said.The Permanent Secretary informed that the programme is well underway, with the first cohort of students currently in training.She pointed out that the shortage of health workers is not unique to Jamaica and there is no quick fix on the horizon.“Just recently, the World Bank launched a study on nursing labour in CARICOM countries, which shows that if our current policies remain the same the gap in nursing shortage will grow from present 3,400 to 10,700 by the year 2025,” the Permanent Secretary informed.She noted that the study estimated that the cost of expanding training capacity and improving completion rates for nurses between the year 2009 and 2020 could cost up to US$31 million.“The focus therefore, should be on achieving cost efficiency, improving service delivery and enhancing team work,” Dr. Dixon said.She commended the Jamaica Dental Auxiliaries for hosting the conference and wished them well in their endeavours.The three-day conference is being held under the theme: ‘Dental Auxiliaries Promoting Optimal Health through Education and Service’. Is “Management Rights” An Oxymoron?

first_imgThere was a time when employees had few protections and were subject to abuses by unregulated management.  For example:Until the FLSA, employees could be required to work limitless hours without overtime or even a minimum wage.Until Title VII of the Civil Rights Act of 1964, employees could be denied jobs, or fired, because of their race, sex color, religion or national origin, and they were.Until the FMLA, employees who wanted time off to bond with a newborn child or care for a sick parent where told to choose between work or life, a Hobson’s choice.These are only some of the laws that have made our society stronger and our workplaces fairer.  And, for the most part, the regulatory agencies stick to their mission of enforcing these laws.But then we get to the NLRB, responsible for enforcing the NLRA.  At this point, it is hard to deny that the  NLRB has become more of an advocacy group for unions than a neutral body to adjudicate issues under the NLRA.I say this not just with dismay over their rulings.  I say this also with sadness because I believe the NLRB is hurting hard working women and men.As part of guidance from its General Counsel and cases decided by the NLRB itself, the NLRB has made clear that certain common restrictions and requirements imposed by employers may violate the NLRA depending on whether, in context, a reasonable employee would believe that the restriction or requirement interferes with the employee’s right to engage in concerted activity, that is, to discuss the terms and conditions of their employment.What are some of the restrictions and requirements that monsters masquerading as managers are imposing that have caused trouble with the NLRB?1. No one should be disrespectful.2. Courteous is the responsibility of everyone.3. Adopt a friendly tone when engaging on line.4. Don’t disparage the Company.5. Don’t defame the company or its employees.What happens when these rules are violated?  Customers may flea and with them jobs.But now we have a new quorum at the NLRB. Will management rights still be an oxymoron?I sincerely hope the new appointees are more balanced and less ideological. I am hopeful but not confident.At a very minimum, the members of the minority party can write compelling dissents to be used upon appeal to the circuit courts.  Many circuit courts have struck down NLRB positions as being too extreme.Labor day was not just about unions.  It  also honored the 90 percent of the private sector that has rejected unionization.On every day, we should be thankful for the work of all employees. Identity Protection, Built into the Chip

first_imgWe often hear that online identity protection is becoming more and more critical. But what exactly does that mean? Imagine a typical online banking scenario. Before the bank lets you in, they want to verify that you are really you. They do this by asking for a password. But what if your password was stolen? Phishing is a common attack, with about 50,000 new phishing sites going online every day. With password theft being such an issue, your bank can’t rely on passwords alone. In the USA, if someone gets into your bank account and steals your money, the bank is on the hook to replace it. But what if someone gets in your Facebook account and sends spam as you. Or if someone gets into your medical records and makes them public? No one can undo that damage. Therefore, adding a second factor for authentication, also known as two-factor authentication, can improve security and mitigate attacks that steal logins and passwords. To make it work, the system should be beyond what user knows (i.e. login and password) and incorporate it into the system what user has (e.g. One-Time Password token – aka OTP).Enter identify protection. This is accomplished by adding a second factor for authentication, also known as two-factor authentication. Continuing with our example, the bank would ask for something you know (i.e. login and password) and incorporate something you have (e.g. One-Time Password token – aka OTP).Obviously, giving something to the user is not an inexpensive approach, there are lots of logistics to deploy and maintain a solution like this. There are many technologies out there that can be used, one of cheapest method available is a token table, a rudimentary OTP challenge/response solution, where service provide besides login and password, request user to insert, for instance, the code 10 of his token table I can’t say that this method is ineffective, but of course has its limitations due to the nature of limited number of codes, easy to scan, etc.Some banks use an OTP token, a six-digit code that is time-based, where you press the button and the token generates is valid for a period (i.e. usually 1 minute). As you can imagine, it’s not a cheap solution and it doesn’t scale from the user’s perspective. Take my own example where I have an account in two different banks and each one offered me these tokens… Can you imagine having one for each bank, one for Facebook, one for Twitter, one for Amazon, etc.. at the end I’ll carry dozen of these tokens or even more.center_img Introducing Intel® Identity Protection TechnologyIntel® Identity Protection Technology (IPT) uses the same principle as a hardware token (even the same algorithms). BW LPG Goes After Aurora

first_imgzoom Singapore-based BW LPG Limited will launch a voluntary tender offer for all of the remaining shares in Aurora LPG after its subsidiary, BW LPG Holding Limited, bought 877,813 additional shares yesterday and increased its stake in the company to 32.79%.Following the latest acquisition, the second one this week, BW LPG Holding owns 9,730,654 shares in Aurora LPG.BW LPG now plans to offer either 0.3175 shares in BW LPG and NOK 6.15 (USD 0.74) in cash; or NOK 12.30 in cash for each remaining share in Aurora.The voluntary offer will be subject to a minimum acceptance ratio of 90%, including the shares already owned by BW LPG, competition clearances and other customary conditions.BW LPG is in the process of preparing an offer document for the offer, and the offer will be launched following regulatory approval of the offer document, expected to take place at the beginning of November 2016.Transpetrol Limited, one of Aurora’s shareholders, representing 2,919,655 shares (9.84%), has irrevocably undertaken to accept the offer for all of its shares in the company. BW LPG and Transpetrol Limited together, excluding treasury shares held by Aurora LPG, represent 44.17% of shares in the company.“We believe that the Offer will provide an attractive opportunity for the Aurora LPG shareholders, to maintain exposure to and participate in, the future upside in the VLGC market.
